When I was designing Arduino nano PCB in Proteus ARES PCB design software, I came across the message: editing operation are disabled because the layer is locked. I wondered how this could be turned off, because it did not let me do anything on the PCB editing area.
I tried many ways to disable the message, and at last found what was causing the message. Under the Tools menu at the top, there was Clear Netlist option. After I clicked on the Clear Netlist option, the message warning was gone:
